Updating Multi-Selects with Import

I've noticed that when I have a multi-select field on a contact record and do an import set to Add or Update that has information for a multi-select custom field, it does not update the field with the new addition. Instead, it changes the multi-select to select only the new data instead of keeping the old and adding the new.

This seems like a bug to me? I see it in 2008.2 - not sure how it behaved in 2008.1.
