BAI2 File Import Issues

I'm not able to import a BAI2 file. When I choose the file using the interface on the Online Banking Data Upload page the Account and Character Encoding dropdown menus remain grayed out (disabled). If I attempt to proceed by clicking on the Submit button the resulting page displays an error message " The file upload failed. Please try again. If you have repeatedly received this error message, please send mail to NetSuite Technical Support."

The file was generated by Wells Fargo and I've confirmed it's UTF-8 encoded. The file name has only 10 characters and a txt extension.

Any help or guidance is much appreciated.
