Custom HTML Layout Permissions - Can't Seem to Give this Permission

I am trying to give our Support Lead role permission to edit transactional emails that are kicked out with each sales order and item fulfilment. These are called  "Transaction Form HTML Layouts".

I've tried a adding the following permission to the role with no avail:
Customer HTML Layouts - Full
Custom Transaction Form - Full

The NetsuitePermissionUsage.xls sheet (that I found deep in the support area) seems to state I was on the right track. This is what it says about the following permissions:

-Custom HTML Layouts (Create): Allows usage of the New Transaction Form HTML Layouts task.
-Custom HTML Layouts (Full): Allows usage of the Transaction Form HTML Layouts task.
