"Administrator" role assigned to users but does not exist in "Managed Role".

We have users assigned as "Administrator" but in the "Manage Roles", I could only see

ID 25 System Administrator             

ID 1009  Custom System Administrator 

We also have a role "Full access" which has been assigned to people but it is not found in "Manage Roles".
