Custom A/R Clerk cannot bill purchase orders

Hi,

I created Custom A/R Clerk role for our new accountant assistant, however he is not able to bill any purchase orders. The Bill button is simply missing (the same PO shows with button in higher roles)

In the role's transaction permissions, both Bill Purchase Orders and Purchase Orders are set to "FULL". Are there any other related permission that I need to provide?
