Limit Roles to Edit the Access Tab

We are setting up an Accounting Role where the accountant can make changes to the employee file but we don't want that employee to change the "access" of that employee.  In other words, if I give the accountant edit rights, he/she can change the employee roles and/or passwords.   Is there a way to limit someone role so that cannot change anything in the Access tab under Employee?
