Netsuite Permissions Spreadsheet

I am trying to access the Netsuite Permissions Spreadsheet from Suite Answers Article #9921, but the link to the spreadsheet is dead.

Can somebody tell me how to find it, and/or what to add to a role so the person can write a check?  I tried "Check" under Transactions, but that did not seem to add it.
