Enable Departments Purely For Permissions?

Would anyone care to weigh in on a  GL Segment/Permissions question?

We use Location and Class today but not Department. I have a need to severely restrict a new roles access to very specific records. I’m weighing enabling Departments in our account and using it explicitly for permissions purposes. My thinking is that it won’t hurt anything and that if I ever need another GL Segment I can just create a custom one. Thoughts?
