APC Roles and Password Resets?

All,

      I want to assign one of my employees to perform password resets within NetSuite (e.g. Partner>Sub-Partner>System Information>Access). Is it possible for an APC (Advanced Partner Center) role to have access to reset passwords manually? I have the "User & Passwords" permission set to FULL on the APC role, but the access tab still doesn't appear. Any ideas?
