Line Item Quantity (and Commission Problem)

Could anyone provide an example of a script that would require that a line item quantity must be >= 1 and if not, pop an error message?

Reason: If a sales rep (on transaction line item commission) creates an invoice and fails to put a Quantity on a commissionable line item (leaves it blank or 0) and enters a Custom price, the commission is not calculated correctly.
