Adding billable time

We use Netsuite to log support calls, and I've done a little scripting, and it all seems to work well.  Our engineers add time to a ticket, and can opt for billable or not.  How do I check the contents of the "billable?" tickbox, and the time added.  One of our guys entered 10 hours, instead of minutes, and I was hoping to check for obvious too-large entries, as well as popping up a box, asking to double check that the time being added is billable
