Invoking Web services from Server SuiteScript

Is it possible to invoke web service from server side SuiteScript?

I'm trying to come up with a solution to issue PayPal refunds from within NetSuite using PayPal's web services API.

Do I understand correctly that I can use nlapiRequestURL() to do this? Is there any sample script showing how to invoke a web service from SuiteScript?
