Is it possible to create a button to mark up an item?

Our limo service is looking for a way to add a variable amount (15% to 25%) to the preceding line in a sale using a standard service or non inventory item as opposed to a mark up item (the reason for not using the markup item is that increases the base level for commission purposes).

For example, our transaction line may read...
JFK Sedan Service $189

I want to be able to click a button at any time that will insert a line under the last line using our service item called "Chauffeur Gratuity" (in this case under JFK Sedan Service) and multiply it by a % that defaults to 15% but can be overridden).
