SuiteScript through Web Services

I get the following error when I enable both client and server suitescript through web services:

You must have the Disable Server SuiteScript preference checked in order to execute Client SuiteScript or you need to check the Disable Client SuiteScript preference to proceed.  Please contact your administrator to make this change under Setup > Integration > Web Services.

Any idea why we can only use one or the other?  I thought web services was supposed to work the same as the ui?

Any help would be appreciated.
