Script Execution Against Web Leads

I have a very simple server-side script to set currency in a web store based on the address of the user.  It works fine when a record is created/edited from the internal interface but does nothing if the lead is created through the web store.

Test env is v.11.06 since client is not yet on 2007.  Script is Deployed to All Users and Full Access is granted.

Advice anyone?
