ServerScript - Not to create duplicate records

I have a CustomRecord which has a field called "User" and some other fields.
I don't want duplicate CustomRecords based on User.

So if another CustomRecord is created with the same user,I need to notify the creator that a record already exists & I do'nt want that record to be created.Is this possible in beforeSubmit function.

I know the duplicate record can be deleted in the afterSubmit function.But is it possible not to create that record?
