Record-Level vs Form-Level Client Scripts

This question by Cecelia was never answered. Could someone from NetSuite please address this.

REF: How to create a client script bundle?

I didn't know that global record-level client scripts would run independently of form-level client scripts (and that they execute after any form-level script but before User Event server scripts). That's great.... but it also leads me to believe that there's a problem here.

If I understand this correctly, then I should have been able to deploy the record-level script when I already had a form-level script defined....but I wasn't able to do that. Or did I miss something?
