nlapiSubmitRecord() doesn't trigger OnAfterSubmit event?

workflow:
[LIST=1]
[*]Save Sales Order
[*]SO UE script runs AfterSubmit and creates a new custom record and submits it
[*]new Custom record has UE AfterSubmit script to do some stuff.
[/LIST]

The problem is that the UE script on the custom record isn't firing when the custom record is created from another UE script.  If I create the custom record from the UI the script runs.

Is this by design?  If not, do I need to do something special to make script fire?
