How can I use nlapiCreateFile?

Does anyone know how to use nlapiCreateFile?

I'm getting a missing requirement error...
What are the arguments?

From the overview it looks like you should be able to say:

var newFile = nlapiCreateFile(-missing arguments-);

var fileId = newFile.getId();
var fileSize = newFile.getSize();
newFile.setName('testFile.txt');

How would you add content to the file?
What are the standard and required arguments?
