script for fulfillment follow up email

We would like to create a script that automatically sends an email to the client (7) days after an order has been fulfilled.

The variables will be:

email date - fulfillment day + 7
customer email - not null

We want to create this script so an email is sent out with a survey after the client receives an order. Please advise if anyone can help, and if you charge what are your fees. Thank you.
