How to Access Custom Preference Fields from Different Portlets/Suitelets

Is it possible to set/get a custom field parameter that was created in one portlet from another portlet or suitelet?  I see that there is a setSetting function in the context object but if I am no longer in the 'SCRIPT' context where the parameter was initially created, can I still set it using 'SCRIPT'?
