Can a customer role access a field in a customer record via web services?

Our company has an application that requires retrieval of a piece of data stored in a custom field in the Customer Entity record.  The plan is to use the contact's NetSuite credentials through a web services call.  At present, a developer can access the data but a test customer record cannot.

Does a CUSTOMER have/or can be granted access to READ a custom field in the customer entity record from a web services call?
