What is "Partner Monitor"?

I am editing a custom tab I have created and have found a portlet called "Partner Monitor".  I added it to my tab then tried to customize my dashboard on that tab with the portlet only to find that it wasn't listed.

What is this portlet and what does it do?  Why aren't I seeing it in the list when I go to "Customize this Page"?
