External Suitelet giving me error

I have an external suitlet set up. Available without login and execute as admin. When I access the external URL I get the following message:

You are not allowed to navigate directly to this page

What does this mean? I thought you could access a suitelet as an anonymous user if available without login is set. Am I not understanding the external access correctly? Anyone else run into this.
