Adding item to shopping cart

Is it possible to automatically add an item to the shopping cart thru scripting?
Is it possible to get the internal id's of the items in the cart?
I need to add an item at $0.0 price to the shopping cart when the shopping cart totals $25 or more and I need to makesure that it add that item only once?
Is this possible?
