Converting sales order to revenue commitment on approve

I'm trying to use nlapiTransformRecord on a sales order to convert to a revenue commitment on 'Approve'. However it fails because a project is not generated and the variable rec line items needs a project filled out to convert. The problem is the sales order is not available in the "Create Project from Sales Order' menu unless the sales order is already approved. It doesn't show up before then.

I tried to do an aftersubmit script to load the record and reset to 'Pending Approval" after being 'Pending Fulfillment' to see if I could get around it but it didn't work.
