Custom Portlet Showing Forecast Changes

I am desperately trying to create a portlet that would show changes in forecast amounts throughout the quarter on a weekly basis. I have called NS support and I have been told this cannot be done using reporting. Basically I want to pull a forecast report every week and have all of the results published to a dashboard (not replaced each week, added next door)

Apparently I don't have rights to attach anything to this thread so here is what I want to publish to the custom dashboards set up for sales management:

on the West territory's dashboard:
