Debugger not firing

I have created a couple of server side scripts that I am trying to debug but for some reason the debugger doesn't stop and allow me to step through the code, it just sits there saying 'Waiting for User Action'.

I have some nlapiLogExecution statemtents in my script which are being written to the log so I know for certain that the code is running, just that the debugger isn't stopping when it does.

I have another script that debugger stops on without any issue.

The only thing I can think of that 1 of the problem scripts is on the sales order and is the 6th script on the deployment list. I know that 2010.1 allowed up to 10 so it should be fine (and besides it is executing). The other problem script is deployed on the invoice and is the 3rd of 4 scripts there. The script that is firing the debugger correctly is the only script deployed to the Item Fulfillment record. Would any of this make a difference?
