addParamToURL not working

I'm unable to get the id value added to the URL (i.e, &id=1234).  The URL is otherwise correct and I've confirmed that the internalid column of data is also correct.  I've trimmed down the code below a touch by adding ... in place of similar lines of code.  Any ideas would be greatly appreciated.
