How can i give a list directly to a column field

Hi All,
In my sale order i got a custom column field col1 which is a list by record with values a,b.
i got another column fielld col2 which is also list/record but for now its empty list.
So my issue now is if in sale order on any line item if i select col1 value as 'b', then col2 must automatically show a list of new values 1,2,3 through scripting.
So, i am not getting what API to used for defining new list.
So, please anyone give me a solution.
Its very urgent for me...
