This record already exists

I am trying to perform some business logic while creating the PROMO CODE record, so i am using user event script to call logic on 'after submit' event and in script i am again resubmitting the record, but i am getting the error saying that 'This record already exists', i have already called after submit user event script on sales orders before and it is working with out any problems. i also did debug the script by loading the promotion code record statically, then also i am getting expected results, but when deployed the script it is giving the error.
