nlapiXMLToPDF Page Breaks

How do I force a page break using nlapiXMLToPDF?  I have an HTML document and I tried adding <pbr /> tags to force page breaks.  All it does is overlap the text on top of each other.  So it is like it does force a page break but it doesn't add a new PDF page so the text just overlaps!  Is there any other way to do this?
