afterSubmit SuiteScript on Sales Order

Still in the implementation phase of Netsuite and testing some scripting functionality, but I can't get the script below to execute.  I am a little fuzzy on some of the scripting concepts, so maybe someone can point out where I am going wrong. 

I have uploaded this script as a user event to execute on afterSubmit for a Sales Order transaction.  Basically, I want to copy the rate field from one column to a custom column on the same order when the order is saved.  I have gotten similar code to work with client side pageInit and saveRecord, so can anyone see the flaw in my logic?
