Tracking numbers don't populate as expected

Hi everyone.

We don't use Fedex integration at the moment.  Instead, we use Fedex's ShipManager software, which then writes shipping information (tracking numbers and cost) to a local MySQL database.  Then, when an invoice is generated from an order, I have a before-load user event script that sends a query to that database for the shipping details.  This before-load script populates the packages section of the fulfillment, and is working quite well.

The problem is that we would like to see these tracking numbers on the invoice.  Once the fulfillment has been updated, we can immediately reload the sales order
