Custom records, Are unique record keys supported?

I want to enforce on insert/create that a duplicate record field key value can not be inserted into a custom record again. Simple example

userid table (i.e, custom record)

userid and password

I want to stop a second record from being inserted again that uses the same userid value.

Tried to use the ID field and the name field and both fail to stop a duplicate entrie.

Is this simple concept support by Netsuite?
