Problem with item fulfillment cust field

I have a transaction column custom field of type list/record that points to a custom record. It's appears on sales orders and item fulfillments.

On the sales order line item, the drop down for this custom field shows the available instances of the custom record as well the "- New -" option to create a custom record on the fly. However, on the item fulfillment line item, it does not show the "- New -" option. Is there a reason for this?
