help with DECODE()

I have added a custom field (free-form text) to determine if a customer has a certain type of insurance.  Here is the formula I'm trying to use:

DECODE({custentitycustentitypatient_insprovider}, 'Medicare', 'True', 'False')


No matter what the value of custentitycustentitypatient_insprovider the result is 'False'.  I've read the oracle docs and don't see what I'm doing wrong.
