Referencing Contacts on Transactions

I'm trying to reference contacts on transactions the same way the Bill To and Ship To addresses are selected:  A drop down box that sources from that customer's contacts, allows to you 'add new' via a popup, and populates custom fields from the contact record.  Is this possible via the UI using sourcing/filtering or would I have to write script?
