PDF Layout for "Columns" stretching - can I stop it?

I am using the "Standard Disclaimer Transaction form and I cannot seem to find a way to prevent the "Columns element growing according to the number of lines of items on the form. I want the size to be fixed and not matter if I have 1 or 15 items.

What is the secret, I have tried changing everything but it does not seem to respect the "Element Size"
