'Record Is Parent' option not enabling for Custom Item Field lists

I am having trouble creating parent record lists for custom item fields.

When I go to "Customization >> Item Fields >> New" - and set up a new custom item field of Type "List/Record" and when selecting a list/record from the "List/Record" dropdown the "Record is Parent" checkbox remains disabled. This checkbox will not enable no matter what I select in the menus on the page. You can see a screenshot of this here:

Does anyone know a way I can create parent records for custom item field list/records?
