Generated ID based on another field in the form?

Use case:

A user creates a new Project.  The Project form contains a Project Type field (Internal, Statement of Work, etc....)

Based on the Project Type value, the Project ID would be assigned the next available number in the range assigned for that type of Project.

Statements of Work might have the range 10000-20000, Internal might have 20001-30000, etc...

So basically, an intelligent UID generator.

I assume this would be a server side script (Upon Save)?
