Mandatory field IF field above has xyz selection

I have a "Pilot Status" field which is a drop down of:
>Blank
>In Progress
>Complete
>Stalled

I then have a field called "Pilot Expiry". I want to make Pilot Expiry mandatory IF In Progress is selected.

Any ideas?
