Small window size for the Custom PDF Layout in I.E 8

Opening a Custom PDF layout in I.E 8 displays the customisation area for the form in a really small window.

The Page Size is Letter, Page width is 8.5, Page Height is 11 but the custom area only displays around 5 in x 5 in..

Using Firefox, the page displays ok.
