Sales Order, Moving Buttons

I cant move the Cancel order button to the menu.

In the actions tab, I have it set to menu now, waited a few hours in case it was a cache issue, but it still shows up as a button.

We have a problem where once in a while the Cancel Order button is pressed instead of Approve. Why they are right next to each other... even having a small spacer would be sufficient, but moving it to the More Options menu is more than adequate. Except it wont move!!

Anyone else with this issue?
