Moving list elements between subtabs

I am able to select fields or lists when customizing forms except on transaction forms.  There is no option to select lists, it's only fields.  Am I missing something?  I have a 4 list I need to move from one subtab to another and the tabs with labels fields and lists do not exist.

Am I doing something wrong?  Is there another place I should be looking to move these lists?  Has anyone else seen this issue?
