Search for customer's ship-to address fields

I was shocked to learn that I cannot apply search Criteria of Customer ship-to address fields. I can, however, include them in Results.

My goal was to identify all customers with ship-to address state of DC, and to mass update Taxable to Yes (we have an office there). The workaround was to:
[LIST=1]
[*]Do the update based on State (any and all addresses are searched)
[*]Manually revert those customers to Not Taxable if their DC address was a bill-to
[/LIST]

Why is it that so many fields are available as Results but not Criteria?
