Available Filters in Footers - Pull down or search field?

In my saved searches, I use several fields in my available filters as footers.  Sometimes the fields are pull downs where you can filter by a value, other times, they are search fields. 

What determines the way these filter footers work?  I'm trying to see if I can create alternative custom fields or records to get the footer behavior I'm looking for.  I have been asking support to find out what drives the UI, but they have yet to get me an answer.  Today, I received an enhancement request which basically said that the help should include this in the future.
