How to search for 0 occurrences of a service item by customer?

I have a service item called "Callout".

I have a custom checkbox field on customers called "Contract".

I want to find all customers whom have Contract checked (easy) and have 0 "Callout" service item time entries in the last month.

I can find the opposite not problem, i.e. contract customers with callouts, but not the other way round.

If anyone has any ideas, they'd be most gratefully received.
