Limiting transaction STATUS entries on filter?

I am trying to find out if there is a way to limit the STATUS results in a filter on Saved Searches.  I would like to present to the user only the STATUS' entries that apply.  In my example I would like the user to be able to view all the STATUS' for sales orders that represent an order that is not complete or canceled/closed.  In my criteria it is simply selecting the proper entries from the list of available STATUS'.  But when I run the search I see every possible entry in the STATUS filter.  Since I am limiting
