Formatting dates for export

Hey All,

I am trying to export a date using a formula in saved search and I just can't seem to format the date in the way I want.  I have tried a bunch of different ways and hunting around.  I need my date to look like this:

02/20/1987T12:04:12.000GMT+01:00

The last combo I tried was: TO_CHAR({completeddate},'MM/DD/YYYY hh:mm:ss TZH') .

I am missing something around the time zone part for sure.  Any help is greatly appreciated.
